WhySoSlow and LatencyMon, temporary fix

Also WhySoSlow and LatencyMon have trouble running on Windows 11 2024H2 edition. After starting the program, the 
main application window never shows up. 
 
A temporary fix has been published which will remain available until the next versions will be released.

Registrar Registry Manager has trouble running on Windows 11 2024H2 edition. After starting RR.EXE or RR64.EXE, the 
main application window never shows up. 
 
A temporary fix has been published which will remain available until the next version of 
Registrar Registry Manager is released.
